Superintendent Grant is the senior detective-manager of The Bombay Police dealing with all the colourful crime such as fraud, drugs, vice, murder, robberries etc; in such a city as Bombay in the 1930's.
Weekly he reviews at their meeting every Monday morning with his department chiefs; all the crime during the week and plans for next week. At such a meeting his Murder Chief says I think we have a serial killer or killers as we have found the third body of a young girl worker now. It looks like the old style "Thuggees" who strangled their victims, are back in business.
With that bad news, all of the Bombay's Police resources are tuned into tracking this serial killer or maybe killers down. Superintendent Grant has started a new Forensics Department; which was very advanced for 1930's. However so far the serial killer(s) are too clever and not much evidence has been left at crime scenes.
Gradually over the 12 murders of young girls getting off at their destination stations on the vast Bombay railway network; the clues build up and start to point to the killer(s). Superintendent Grant has to make an international trip for 10 days to see if the killer(s) had murdered prostitutes as a wok-trial before coming to Bombay and he discovers vital data to name the serial killer(s).
He is talent spotted by A German Ambassador and invited to Berlin and The Third Reich to start a new Forensics Service in Germany under the Nazis regime; but maybe to turn him into a double agent. British Secret Services recruit him quickly for his one year secondment to Berlin as he will meet senior Nazis.
The serial killer(s) must be caught in the act of murder; so as to demolish his/their defence of "insanity" to show he/they were cold calculated killer(s) who calculated each ghastly move in murdering young girls at the end of their days work.
The serial killer is caught in the act of murder and Superintendent Grant is knighted before his secondment to Berlin and the serial killer meets an interesting fate.
Superintendent Grant learns via a Vice Pimp arrested as part of the trailing of the serial killer(s) and he forces him into a deal to tell him that one of his senior men is on the pimps payroll for money and young girls. So the Superintendent goes to arrest him with a colleague. His senior chief grabs a revolver and shoots the Superintendent whilst his other colleague who is a Department Chief freezes and can't pull out his revolver and shoot the renegade policeman. The Superintendent is shot but he manages to fire 3 shots into the bad policeman and kills him.
